New Technology Used to Rehabilitate Pipeline Along Creek Road

Many Ojai residents traveling Creek Road during February of this year observed pumps (surrounded by hay-bales to reduce noise to nearby residents), and above-ground pipeline, and several large trucks in the vicinity of Encino Road. This equipment was part of a repair project where 3,100 feet of pipeline along Creek Road was rehabilitated with a relatively new technology called "cured in place pipe" (CIPP).

CIPP is a trenchless pipeline repair technology that eliminates traditional open trench style excavations, which can be very disruptive to businesses and residents. The technology is also significantly more environmentally friendly. CIPP is a continuous felt liner, or "sock", impregnated with a thermosetting resin that is inverted into an existing pipe with water or air pressure. Once in place and tight against existing pipe walls, the resin is activated with hot water and allowed to cure in place. The resulting product is a hardened pipe liner that conforms to the existing pipe surface. Once cooled, the ends of the new liner are trimmed and resident's service laterals are cut open with a robotic cutting device, and the line is placed into service.

This Creek Road pipeline repair was considered to be the most significant project identified in the rehabilitation plan, and was selected to be the first major step implemented in the DistrictÕs five-year plan.

The District's goal is to be proactive in keeping the over 125 miles of sewage collection pipelines in good condition for the Ojai Sanitary District customers.

New Directors Named

Two vacancies occurred on the DistrictÕs Board of Directors during the past several months. On August 3, 1999, David L. Bonham was appointed to fill the Division 2 vacancy, and on October 25, 1999, Frank McNerney was appointed to fill the Division 3 vacancy. Division 2 vacancy occurred when the reigning representative moved out of the District; Division 3 vacancy occurred with the untimely death of the seated representative. Directors Bonham and McNerney will serve in their respective Divisions until the next regular District Board election in November 2000; they will then have the opportunity to "stand for election."

The Ojai Valley Sanitary District Wastewater Treatment Plant Wins "Plant of the Year" Award

The Ojai Valley Sanitary District, which provides sewer service for the residents of the Ojai Valley was recently awarded the highly-coveted Plant of the Year award for small plants (Less than 10 million gallons per day) in the State. The award was presented to the District by the California Water Environment Association (CWEA), which is an organization devoted to improving water quality and water resources in the State. The award is based on excellence in the areas of administration, regulatory compliance, safety, plant operations and maintenance, and overall plant appearance.

General Manager Position Filled

Meet John K. Correa, the District's new General Manager. John assumed his duties as General Manager on March 20, 2000. John holds an MS in Engineering and is a registered professional engineer. John's career has included working for the Los Angeles County Road Department, County Sanitation Districts of Los Angeles County and, over the last 18 years, for the Ventura County Public Works Agency (VCPWA). John has along history of personal community involvement within his local community, the City of Ventura, serving on the City of Ventura's Parks & Recreation Commission and Community Affairs Commission, and presently, as a member of the City's Vision-for-the-Future-Committee. He has also been an active supporter of community youth activities including AYSO, Little League, and 4H.

In Memorium

Mike Frees was a community-oriented individual dedicated to serving people. Mike lived and worked in the Ojai Valley for many years. Mike was elected to the District's Board of Directors in 1988 where he served as representative of Division 3 up until his death on August 24, 2000. As part of his service to the District, Mike served as Board Chairman, Vice-Chairman and Secretary as well as being a member of the Finance, Personnel, and Executive Committees of the Board. Mike's community involvement also included serving on the Ojai Valley Municipal Advisory Council (MAC), Casitas Municipal Water District's Board, and serving as state representative to the National Volunteer Fire Council. Mike was a reserve firefighter at Ventura County Fire Station 22 in Meiners Oaks for more than 25 years; he was honored with a Volunteer Firefighter of the Year Award. Mike Frees was an asset to this District and the community in general; he will be missed.
